Few policy developments in Europe are easy to describe. Difficulties are magnified when we consider European drug policy, and area which until recently many would claim simply did not exist. And in a strictly formal, legal sense this is true : no EU policy on drugs does exist as there is no legal basis available for policy development in this area. [first paragraph]
