De l’antiterrorisme à la contre-insurrection : les indéterminations stratégiques des politiques d’assassinats ciblés aux États-Unis

Abstract : After 9/11, US antiterrorism was recoined as counter-terrorism, inspired both by the traditional approach and by counterinsurgency strategies. The resort to Unmanned Aerial Vehicles, for it enables to preventatively eliminate potential threats, embodies how U.S counterterrorism strategy is based on a counterinsurgency approach.

This paper argues that targeted killings suffer from a conflation between antiterrorism and counterinsurgency. It paves the way to an internal criticism of targeted killings policies, conducted in strategic terms.
