Peut-on encore réformer les institutions européennes

Abstract : The European Council which brought together the heads of state and government of the 25 states of the European Union in Brussels in June 2006 confirmed the extent of the crisis triggered by the rejection of the constitutional treaty. Unable to come to an agreement on a response to the anxieties which emerged during the French and Dutch referendums in 2005, the heads of state and government found no other solution but to extend the “time of reflection” decreed a year before. Must we conclude that the enlarged Union, within which visions of the European project contrast sharply, is no longer capable of reforming itself?
