Peut-on encore réformer les institutions européennes
Résumé
The European Council which brought together the heads of state and government of the 25 states of the European Union in Brussels in June 2006 confirmed the extent of the crisis triggered by the rejection of the constitutional treaty. Unable to come to an agreement on a response to the anxieties which emerged during the French and Dutch referendums in 2005, the heads of state and government found no other solution but to extend the “time of reflection” decreed a year before. Must we conclude that the enlarged Union, within which visions of the European project contrast sharply, is no longer capable of reforming itself?
Le Conseil européen qui a réuni à Bruxelles en juin 2006 les chefs d’État et de gouvernement des 25 États de l’Union européenne a confirmé l’ampleur de la crise déclenchée par le rejet du traité constitutionnel. Incapables de s’entendre sur une réponse aux inquiétudes qui se sont fait jour à l’occasion des référendums français et néerlandais de 2005, les chefs d’État et de gouvernement n’ont eu d’autre recours que de prolonger la « pause de réflexion » décrétée un an auparavant. Faut-il en conclure que l’Union élargie, où coexistent des visions très contrastées du projet européen, n’est plus capable de se réformer ?
