Des formulaires administratifs pour gouverner l’agriculture : une comparaison des agriculteurs face à la Politique agricole commune et des policy feedbacks, en France et en Espagne

Abstract : This dissertation examines farmers' experience of administrative work and procedures in France and Spain, in the context of the Common Agricultural Policy (CAP, 2014-20). The theoretical ambition is to understand how administrative work, organizing citizen-State interactions, affects the way in which a public policy influences individuals and their attitude towards politics. The study is based on a comparative and bottom-up approach to policies implementation and appropriation by their public. The fieldwork took place in several contexts (private organizations, public bureaucracies, farmers unions) and multiple levels (local, national and European) of the CAP implementation in France and Spain. It draws on 151 interviews with farmers as well as public or private actors involved in the implementation of this policy, but also on observations and the analysis of written sources.The results show that farmers' experiences with administrative procedures have three dimensions: the materiality of documents and the judgement farmers make about these procedures (red tape) are similar in France and Spain, while the costs involved in complying with them are higher in France (administrative burden). The role of bureaucratic intermediaries, namely street-level bureaucrats, non-state intermediaries and national-level bureaucrats, explains the variations between the two countries. Farmers' experience of administrative burden and red tape produce policy feedbacks: it contributes to transforming professional identities, promotes a feeling of social disqualification, encourages political distrust and discourages collective mobilization, albeit with a marginal effect on CAP reform agendas.
