La diplomatie des Frères musulmans d'Egypte : socialisation, politisation et nationalisation

Abstract : This thesis demonstrates that Egypt’s Muslim Brotherhood did not only elaborate a vision for the conduct of international and transnational relations, but was also able to produce a diplomacy. The model of differentiated relations developed by the Brothers in terms of solidarity-contestation was constantly revised, at least when it was put to action, given the obstacles that appeared in the spheres of solidarity, but also the opportunities that emerged in the spheres of contestation. Based on the contributions of the foreign policy analysis subfield, the literature on religion and international relations as well as transnational social movements, this work notes the coexistence of various models of diplomacy of the Muslim Brotherhood: a diplomacy of the organization with specific objectives, a transnational diplomacy within Islamist networks where resides a reservoir of solidarity and mobilization, in addition to intersocial diplomacy which is the work of diffuse entrepreneurs. The study of the diplomacy of the Muslim Brotherhood informs us about the formidable power of socialization of the international system and the regional order, through their agendas, their norms and practices. However, such a conclusion shouldn’t lead us to ignore the power of agency of actors who can choose to adapt their repertoire of action and exhibit ideological flexibility. Indeed, this study notes the capacity of adaptation of a movement with a religious referential such as the Muslim Brotherhood of Egypt.
