Résumé
This thesis analyses, in a cross transnational perspective between France and Italy, the transformations of public assistance policies between the end of the Second World War and the beginning of the 1970s. By looking at the construction of the right to assistance and its legitimation within social protection, the thesis shows the spreading of the principle of “rehabilitation” since the Second World War. This policy framework, which was developed during the New Deal, then promoted and disseminated by the post-war intergovernmental organisations, was readapted and applied in both the Italian and French political and administrative contexts. As an element of expansion and diversification of public policies of social assistance and social action, it became a catalyst for their renewal. The modalities of this transition of assistance from categorical divisions to universalism, from economic benefits to social action, from the guarantee of subsistence to attention to psycho-social welfare, from the objective of controlling public order to that of social reintegration and individual self-realisation, mark the stages of the legitimation of a subjective right to assistance and the re-articulation of the relations between public policies, civil society and individuals. Following an approach of social history of the state, capable of linking the political history of institutions and social worlds, the thesis takes into account the target groups of assistance, integrated progressively in the discourse of rehabilitation (refugees and returnees, shanty-towns residents and socially maladjusted). The aim is to contribute to another story of the "Glorious Thirty", including, through the analysis of public policies and administrative practices, the persistence of poverty and the gap between the reference to citizenship and the reference to work which was the basis of social insurance.
Cette thèse analyse, dans une perspective croisée entre la France et l’Italie, les transformations des politiques publiques d’assistance entre la fin de la seconde guerre mondiale et le début des années soixante-dix. En se penchant sur la construction du droit à l’assistance et de sa légitimation au sein de la protection sociale, la thèse montre comment le principe de la réadaptation (rehabilitation en anglais) s’est imposé à partir de la seconde guerre mondiale. Élaboré pendant le New Deal, promu et diffusé par les organisations intergouvernementales de l’après-guerre, ce principe a été remanié et réadapté dans les deux contextes politiques et administratifs italien et français. Élément d’expansion et diversification des politiques publiques d’aide et action sociale, il est devenu un catalyseur de leur renouvellement. Les modalités de cette transition de l’assistance des découpages catégoriels à l’universalisme, des prestations économiques à l’action sociale, de la garantie de la subsistance à l’attention au bien-être psychosocial, de l’objectif du contrôle de l’ordre public à celui de la réintégration sociale et de l’épanouissement de l’individu, marquent les étapes de la légitimation d’un droit subjectif à l'assistance et de la réarticulation des relations entre politiques publiques, société civile et individus. En suivant une approche d’histoire sociale de l’État, capable de relier l’histoire politique des institutions et les mondes sociaux, la thèse vise les groupes-cibles de l'assistance, intégrés au fur et à mesure dans le discours de la réadaptation (les réfugiés et les rapatriés, les habitants des bidonvilles et les inadaptés sociaux) et porte ainsi l’ambition de contribuer à une autre histoire de Trente Glorieuses incluant, à travers l’analyse des politiques publiques et des pratiques administratives, la persistance de la pauvreté et le décalage entre la référence à la citoyenneté et celle au travail qui fondait les assurances sociales.
