The terms 'civil servant' and 'bureaucracy' have shaped representations of the civil service in France since the end of the 19th century. However, it was not until 1946 that the first statute was created and applied. The figure of the civil servant then became institutionalised around a specific professional position built around rights and duties. This article looks at the dual evolution of this statutory paradigm and the organisation of public action itself. Finally, the examination of the slow process of feminisation of administrations opens up new perspectives on the figure of the civil servant and on the logic of the statute. Les termes « fonctionnaire » et « bureaucratie » façonnent les représentations de la fonction publique depuis la fin du xix e siècle. Pourtant, il faut attendre 1946 pour que soit créé et appliqué le premier statut. Cet article revient sur la double évolution de ce paradigme statutaire et de l'organisation de l'action publique elle-même.
