Contrôler la gestion déléguée des prisons : Les services de l’administration pénitentiaire face aux partenariats public-privé (1990-2020)

Abstract : Since 1990, the French prison administration has been outsourcing to private companies many tasks, essential to the day-to-day running of prisons, such as maintenance, catering, the canteen, or penal work. This reform positioned prison in the new public management trend through the implementation and circulation of management reforms. The systematic outsourcing very quickly raised the question of its control by the administration itself. The study of the development of prison services specializing in the monitoring of this outsourcing shows how the prison was transformed, involving new professionals specialized in subcontracting issues. We then observe, through three movements over the last thirty years, how a balance of power has gradually been established in the public-private relationship, but also how this reform has participated in the recomposition of complete prison professional groups, thus promoting its acceptance.
