France: Solidarity for Others… and for Itself!

Abstract

French political elites have traditionally supported a pro-solidarity credo in European debates. This position should be understood in relation with the reluctance of French elites towards economic liberalism: solidarity between Member States is conceived as a support for positive integration beyond liberalising markets. Yet, this remarkably coherent position has important and significant blind spots.
