Redécouvrir l’individu dans la prise de décision : De l’utilité de la psychologie politique dans l’analyse de la politique étrangère

Abstract : In foreign policy, in states where there is a strong executive power, when crisis situations do occur, on sensitive subjects, it is frequent that one person (generally a head of state or government) decides and is in fine the decision unit. These situations of “predominant leader” lead to focus more and more on the individual variable in the study of decision-making processes and actors. But the individual who decides is a human being, with his own background, his own vision of the world, his choices and bias, his interests, his mental skills, his personality, his emotions. He has his own psychology and it is not without effects and consequences on decisions that he takes, therefore on the state policy that he is in charge of. These links between psychology and policy are the field of inquiry of political psychology. Seminal works based on case studies made up well known concepts (perceptions, analogies, and groupthink) and allowed to apprehend the real influence of the personality or the ideas of the decision-maker on a foreign policy. Despite the necessary caution concerning the incorporation of this literature in political science, political psychology shows its utility sharpening the analysis at the individual level of the decision.
