Abstract : The Entrepreneurs of Insecurity : The Hidden Face of the Ugandan Army
Until recently, the Ugandan army appeared to be a professional, disciplined, and well organized corps. But violence in the North and especially the pursuit of war in the Congo has demonstrated that the UPDF now exhibits tendancies for criminalization under the influence of officers seeking opportunities for speculation and entrepreneurs of insecurity.
