La Somalie, nouvelle cible de « justice illimitée » ?

Abstract : Somalia: A New Target For Justice Without Limits - The American governement has placed two groups linked to Somalia on their list of terrorist organisations: al-Itehaad al-Islamiyya, a politico-military organisation ; and al-Barakaat, the country’s principal company dealing with remittances from the diaspora. This decision draws attention to the extremely wide definition of terrorism adopted by the United States. This article shows that the role of al-Itehaad has been less important in the Somali war than has often been claimed, while nevertheless underlining the influence of Islam in the world of business and charitable organisations. The paper also examines the role of remittances in the Somali economy. The American decision is likely to put at risk the survival of large sections of the population. Less drastic solutions did exist, and would have allowed a resolution with lower costs to the population.
