Les politiques de cohésion économique et sociale au sein de l'Union européenne
Abstract
The challenges facing cohesion policies have multiplied in recent years. This article seeks to illustrate the contribution made by European social funds to European cohesion, as well its limits. It analyzes the extent to which the European Union can encourage the development of social inclusiveness even though the authority over social issues remains with the member states and the European Union was founded on the basis of economic considerations. The article questions the value added of European social cohesion funds and the division of responsibilities among the various levels of governance.
