Introduction: From "shaping" to "framing" China’s energy security and the example of the oil policy

Résumé

This collective work examines the evolution of China's energy policies over the past decade in the context of a conceptual shift from 'shaping' to 'framing'. It continues the research of the first collective contribution on the topic of energy security in China, "Shaping China's Energy Security" (Meidan 2007). Our prime interest is to understand the behaviour of China as the main actor in world energy markets. This has led us to analyse changes in energy security concepts and actions, from the time of China's 'first showing' at the dawn of the twenty-first-century to its current 'ubiquity'. We also investigated the question of whether it is possible to identify a 'learning curve' for these issues in China...
