Le Parlement français et l’évaluation. Une institutionnalisation impossible?

Abstract : At the dawn of the twenty-fifth constitutional reform, this paper proposes an analysis of the approach of the French Parliament to evaluation. While strengthening the evaluative function of Parliament has become a theme of political discourse, evaluation struggles to become institutionalized in the assemblies. If the constitutional reform of 2008 made the Parliament a full player in evaluation, it is still at an embryonic state in the assemblies. This paper reviews the various parliamentary initiatives in the field of evaluation conducted over the last thirty years, before considering the political and democratic issues they cover.
