The Sanctuary Movement and Sanctuary Cities in the United States, from Reagan to Trump

Abstract

Before reappearing in public discourse in the guise of “sanctuary cities”, the term “sanctuary” already had a history that conferred on it another layer of meaning which still resonates today. In the 1980s. In the midst of a revolutionary movements in three countries of Central America, the Reagan administration applied Cold War logic to the region and intervened heavily with dollars, arms, training and covert action in to attempt to stop or sabotage the revolutionary process. The wars in El Salvador and Guatemala generated a flow of refugees and other migrants who found their way to the U.S.-Mexican border and sought asylum in the U.S....
