L’introduction de la proportionnelle et la réduction de la taille des assemblées parlementaires vont-elles vraiment améliorer la proportionnalité de la représentation ?

Abstract : Implementing the announcements of the President of the Republic to the Congress in July 2017, the projects of organic law and ordinary law presented to the Council of Ministers on May 23, 2018 propose the introduction of a dose of proportional representation in legislative elections for 15 % of seats of deputies coupled with a reduction of 30% of the number of deputies and senators. After being delayed, these reforms are again on the agenda. This note assesses their effects on the distribution of seats among departements and on the proportionality of political representation in the Senate and the National Assembly.
