Handicaps et inégalités professionnelles en France: des disparités qui se creusent au fil des parcours de vie

Abstract : Numerous studies have shown that disabled people are disadvantaged in employment compared to their non-disabled peers. By contrast, little has been done to explore variations within the disabled population. This research makes use of the 2011 wave of the French Employment Survey (“Enquête Emploi en Continu”) and its ad-hoc module to quantify the (pre)professional inequalities encountered by people who have grown up with disabilities, distinguishing people's situations depending on the nature of their limitations (motor, visual, auditory, cognitive, multiple) or their health problems (chronic diseases, psychological disorders). The deployment of inequalities over the life course is assessed by examining successive indicators: education, non-participation to the labor force, type of non-employment, occupational level, labor income. Logistical regressions highlight specific effects of types of disabilities, before and after controlling for a number of other variables (socio-demographic determinants, school experience, previous achievements). Distinct patterns emerge, with, at one extreme, a early onset of strong disadvantages for people with cognitive limitations, at the other one, a sharp increase in inequalities after entering the labor market for people with visual or mobility limitations, and between both, intermediate profiles for people with multiple physical limitations, with psychological disorders or with chronic diseases. The absolute level of disadvantage is lower for people with hearing limitations or with a moderate degree of limitations. Possible explanations of these variations are discussed ; some hypothesis are specific to disabled sub-populations, others identify common grounds of inequalities.
