Les instruments d’action publique, traceurs de changement, l’exemple de la politique française de lutte contre la pollution atmosphérique (1961-2006)

Abstract : This article analyzes the changes that occurred during the past thirty-five years in the field of public policies dealing with atmospheric pollution control in France. Our approach is based on the analysis of the instruments of public policy : regulation, techniques, and scientific innovations. We concentrate on both the effective results of these instruments and the mobilization of actors involved in policy design. Changes are studied from four different angles. We start with the regulatory approach of the problem, we reveal its main critics, and then we try to show the impact of the combination of new legal and epidemiological instruments. Finally, we focus our attention on the recent process of stabilization where a new categorization of public problems and actor networks have been imposed in the management of air quality. Instruments played a central role in this dynamics by objectifying the phenomenon, by providing an interpretation grid of the causes, and by directing the choice of management measures. In that respect they are excellent indicators of change
