Abstract : In the aftermath of the Arab Spring at the beginning of 2011 some 30,000 North Africans landed on the Italian coast, reviving fears in a Europe in the midst of an economic and identity crisis. Denunciation by some of the lack of solidarity among member states in sharing the costs associated with migrants, complaints by others of inadequate control of the EU borders, tensions have increased between Italy and France, between Mediterranean nations and others, between the member states of the EU, and between the EU Council and the EU Commission. The debate over a reconsideration of the Schengen agreement illustrates how poorly the fundamentals of the Schengen area are managed, whether it is the free circulation of people or the confidence members have in each other.
