"Enfance dévoyée" ou "jeunesse débauchée" ? : Les jeunes : objets et instruments de la Police des mœurs masculines (Paris, 1919-1940)

Abstract : In the interwar years, same-sex encounters flourished in Paris, despite thorough police surveillance. Youths, as central actors of the homosexual scene, formed a significant part of a large population of men whose practices came under scrutiny. Whether as prostitutes or simply as partners, their appeal incited police forces to specifically target them in order to contain the alleged growth of vice in the city. In the context of France’s liberal legislation – no measures taken against homosexuality before 1942 –, youths were in fact the subjects of specific sexual offenses, either as perpetrators or victims. While the legislation regarding minors increasingly set educative goals to public action towards them, the police’s use of such provisions reveals both repressive and protective intentions. This paper argues that police control of juvenile gender deviance, operating beyond the legislators’ intentions, aimed to a large extent to strengthen the overall police grip over male-to-male sexuality.
