Négocier l’épuration et la réintégration des fonctionnaires en Autriche : des échelles de gouvernement en concurrence (1947-1949)

Abstract : This article seeks to analyse the interaction of political and administrative players, at all levels, in the reception and implementation of denazification measures applied to public servants in Austria between 1947 and 1949. It focuses on a particular category: the so-called Minderbelastete, who did not serve in leadership positions in the Nazi Party, nor any of its organizations, and represented the large majority of people affected by denazification measures. From the second denazification law, which defined the Minderbelastete, to the direct consequences of the early end of the penalties imposed on them, it analyses both the clean up of the administration and the subsequent reintegration phenomenon in the civil service. Between the Allied Control Council, the Chancellery, the Länder governments and the local authorities, a negotiating process emerged that focused on the way former members of the Nazi Party should be categorized and the sanctions that had to be imposed on them. This process shows how difficult it was to carry out a purge on such great magnitude.
