Les concours territoriaux : à l’ombre de l’État, entre les mains des élus ou aux avant-postes de la modernisation ?

Abstract : In the shadow of the State, in the hands of the elected officials or at the vanguard of moderni‑ sation? Local civil service entrance examinations, where models intersect — This article deals with study the different entrance examination models which have prevailed within the local civil service in France since the 1970s, examining the modalities and limitations of the diffusion of the state model within a civil service sector which is both heterogeneous and more politicised. The flexibility and the subsidiary nature of entrance examinations within the local civil service sector now appear not so much as a deviation from the norm but as a possible source of inspiration for reformers critical of Weberian administration.
