Impulser le changement depuis Bruxelles ? : La mise en œuvre des "Surfaces d'intérêt écologique" en France et en Espagne

Abstract : The European governance of agroecology provides considerable discretion to Member States in their implementation of the policy objectives set out in Brussels. In this context and to understand the policy results one can observe, it seems vital to study the dynamics of national appropriations of European policy goals. This chapter addresses the issue by studying the repertoires and configurations of the “Green Payment” implementation in two Member States: France and Spain. The chapter focuses on a specific policy-mechanism of the Green Payment which was introduced into the Common agricultural policy (CAP) in 2013: the “Ecological focus areas” (EFAs). EFAs should promote the preservation of biodiversity in European agricultural territory. In order to identify the main issues related to the creation of national lists of eligible EFAs, we rely on interviews conducted with the main actors of the national implementation process. France and Spain have made opposing choices in the implementation of EFAs, although they both openly promote an agroecological transition. These choices result from two different national strategies to renegotiate the environmental approach promoted by the EU. Our comparative approach enables us to identify two decisive institutional variables: the distribution of administrative responsibility and the position of farmers’ representatives within national implementation configurations generate contrasting national repertoires of implementation and appropriation of the CAP’s green tools.
