La Russie et la Corne de l’Afrique. Anachronismes ou nouvelles configurations ?

Abstract : Russia assertiveness in Africa (including in the greater Horn) has grown over the last years, although it was already nascent in the mid-2000s and visible in the aftermath of the Ukrainian crisis in 2014. Russia does not operate like China and other emergent countries. Selling weapons and civilian nuclear technologies and investing in the mineral and energy sectors are the two main economic pillars of its relations with Africa. Meanwhile, Russia also cultivates its political and diplomatic differences with Western states. Moscow intends to appear a global power, not only a regional one, and a possible alternative to the western system of alliances and diplomatic norms by working closely with China in challenging the US and European policies in the region.
