Foreigners right to vote in local elections is a recurring theme in French debate for thirty years. This paper aims at tracing the history of this promise, which has never been kept, by replacing the issue in general discussions about French citizenship and, which is rare, in European context.

Le droit de vote des étrangers aux élections locales est un motif récurrent du débat français depuis une trentaine d’années. Cet article souhaite rappeler l’histoire de cette promesse jamais tenue, en replaçant la question dans les discussions générales sur la citoyenneté française mais aussi dans le contexte européen, rarement évoqué.
