Prison: the brilliant career of a bad political object

Prison, that is the use of imprisonment as penal sanction became in two centuries a universal solution. All political regimes use it. Of course, forms of jailing are different. But the privation of liberty and the stigmatisation provoked by imprisonment are used in all political and cultural contexts. The author uses Foucault's analysis to explain the paradoxal success of this institution. He demonstrates also that prison is a very difficult political stake. Criticizing and reforming it always keeps on the second rank on the political agenda. It is a very contradictory issue: everybody wishes to reform it, but in the same time no government has been able to implement a innovative agenda on it. Prisons remain partial, unfinished and questionable answers.

刑務所，すなわち，刑事制裁としての拘禁罰の使用は，この２世紀の間に普遍的な方法となった．あ らゆる政治体制において刑務所が使用されている．当然，その形態に差はあれ，収監にともなう自由剥 奪と烙印押しの 原則は，すべての刑務所に共通している．筆者は，フーコー(M．Foucault)の分析を用 いて，この施設の「成功」を明らかにする．また，刑務所は困難な政治的課題であり，これに対する批 判もその改革も政治的日程において二次的な地位にあったことを指摘する．刑務所は矛盾にみちた課題 で，その誕生時から，誰もがその改革を望みながら，政府は，その課題を深く扱えぬままにある．刑務 所は，不十分で，不完全で，問題の多い解決策である．
