En quête de notabilité

Abstract : In post 1989 Bulgaria building up social prominence is the key strategy of politicians striving to get elected and achieve political legitimacy. So much so that the credibility of political leaders often depends on their ability to perpetuate favor driven networks. A process during which politicians rediscover and reshape the private appropriation practices that prevailed under communism. And since control over these resources is conditional upon getting elective mandates, the pre-elections selection process of party representatives fosters an extremely fierce competition within political parties. Moreover, those who are defeated in the selection process are likely to be expelled from the party. Under these circumstances has progressively emerged an original pattern of relations between party machines and those seeking to make a career in politics. Along with " mobile voters " has come forth a class of " mobile politicians " ready to change party allegiances and ideological preferences in response to a volatile electorate and disloyal party executives. Given this trend of uncertainty, politicians build their careers on a series of shifts from one "temporary party accommodation " to another, often located in newborn political parties. Networks set up during these temporary political attachments provide politicians with an electorate and an economic support system needed to facilitate their transfer from one party to the next. Such an approach to political survival and political adversity management should not be confused with a crisis, or lack of democratic wisdom, as it may appear to outsiders. It is a unique response to scant resources, high uncertainty and fluid loyalty.
