Influence in a military alliance: the case of France at NATO (2009-2019)

Abstract : This thesis aims to analyse French influence within NATO since the country’s return to the military structure in 2009. It seeks to remedy two shortcomings: a lack of academic interest in studying France’s NATO policy and state influence within international organisations.To do so, it relies on the construction of an original theoretical model called “Multilateral Policy Analysis” and on a qualitative methodology combining archive consultation, semi-structured interviews, and participant observation within the Atlantic Alliance.The first part of this thesis discusses France’s NATO policy from a historical, organisational, and practical angle. It focuses on the reasons for France’s withdrawal from the command structure in 1966 and the consequences of its return in 2009 on its doctrine and organisational and diplomatic-military practices.The second part is divided into three critical case studies considering France’s stated objectives vis-à-vis the Atlantic Alliance: the reform of its military structure (2010-2012, 2016-2019), the launch of an operational activity (Operation Unified Protector, enhanced Forward Presence), and the negotiation of summit communiqués (Lisbon, Warsaw). The comparative analysis of these case studies makes it possible to answer the three hypotheses of this doctoral research relating to the peculiarity of France’s negotiating behaviour, the conditions of its influence, and the learning processes at play since 2009.
