¿Cómo hacemos lo social en el siglo XXI? Políticas sociales del Frente Amplio ante la vulnerabilidad en Uruguay (2005-2020)

Abstract : This thesis aims to investigate the role of social policies implemented by the governments of the Frente Amplio (2005-2020) in Uruguay to address situations of vulnerability. The analysis is performed considering different levels. First, from a socio-historical perspective of the Social State and the treatment of poverty, we reflect on the problematization of the social question during progressive governments. Secondly, the debates and representations of political, academic, technical and local actors concerning welfare policies are presented. In addition, the documentary analysis is used to study the orientation and implementation of three types of specific programs. Finally, based on the experience and trajectories of vulnerable populations, its relationship with the new social State is analysed and a typology of trajectories is proposed according to their status as social protection and social security. The results show a shift in the orientation of the conception of the new social State, taking up the old tradition established by José Batlle y Ordóñez of the early twentieth century. However, this concept is at times in contradiction with some of the specific instruments deployed to address vulnerability. Social policy from a macro point of view is thought in terms of rights and with emphasis on the redistribution of resources, while programs focus on improving living conditions, on psychosocial support, but the livelihood appears to be absent. This contradiction is associated with the way in which the Frente Amplio reaches the national government and the way in which it conceptualizes the social question. Meanwhile, the social organizations that had previously played a leading role in the management of the social sphere are relegated by the centralism of the new State, in a scenario where the various actors present different logics of thought and action. The experience of the most disadvantaged populations finds aid and recognition in the new social State, but not sufficient resources to enable them to transform their situation substantively and, less, to obtain a stable livelihood with the right to social security.
